Keeping US troops in Syria to counter Russia has the opposite effect

Four more US troops were injured in Syria in late August in an encounter with Russian forces. The incident again raises the question of why US troops are in Syria, a presence that can’t be justified by a desire to compete with Russia, writes Christopher Mott, an author and international-relations specialist.
