The European Commission on Wednesday recommended scrapping visa requirements for Turkish citizens on condition that Turkey meets five outstanding criteria of the visa liberalization agreement. At stake is a controversial but hard-won deal on addressing the migrant crisis which has brought more than 1 million refugees into the EU.
