BACKGROUND: TAPI has come a long way after its initial conceptualization in 1995, promoted by the U.S. Yet the 1998 bombing of the U.S. Embassies in Kenya and Tanzania, the establishment of Taliban rule in Afghanistan, and later the U.S. and ISAF operations in Afghanistan following the 9/11 attacks put this project on the backburner.
