Alexey Arbatov : Well, there have been three such summits since 2014. Russian President Vladimir Putin has attended none of them. As President, Dmitry Medvedev attended the first one. When Medvedev later became Prime Minister, he visited the second summit. Russia’s Foreign Minister Sergey Lavrov participated in the third summit.
