Chairman Reed, Ranking Member Wicker, and distinguished members of the committee, thank you for your support and for the opportunity to represent the men and women of U.S. Cyber Command (USCYBERCOM). I am honored to appear beside the Honorable Christopher Maier, Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict, and General Bryan Fenton, Commander, U.S. Special Operations Command.

I appreciate the opportunity to discuss the current strategic landscape, the accomplishments of the Command in 2023, and the opportunities ahead in 2024. This is a year of opportunity for USCYBERCOM as we create enduring advantage for the Joint Force, our partners, and the nation.
