Cable internet probably a better choice than hot spot for second home

Q: We have a second home in Southern California, bought to afford us more sun in the winter. We have Cox Cable as our internet provider, no TV, no landline. When we are down there, they will up our speed to the 50 Mbps level, and charge us accordingly. When we are not, they drop the speed to about 5 Mbps, and drop the price.
