HIDALGO, Texas —U.S. Customs and Border Protection, Office of Field Operations (OFO) at the Hidalgo International Bridge arrested Hugo Rodolfo Gutierrez, a 30-year-old U.S. citizen who resides in Reynosa, Tamaulipas, Mexico on an outstanding arrest warrant for rape charges from Georgia.
