Is pre-flight testing the magic bullet to stop COVID spreading in Australia?

The US and UK this week announced plans to introduce mandatory COVID-19 testing for all passengers arriving from overseas. Australia has also announced that all international arrivals must provide a negative PCR test for COVID-19 up to 72 hours before their flight departs .
