Victoria’s first hotel quarantine was a disaster. How will it be different this time?

Victoria’s hotel quarantine system is resuming today, as the state welcomes its first international flights in more than five months. Melbourne has not accepted international flights since the end of June, when coronavirus spread from quarantine hotels to people working in them, which went on to spark the state’s deadly second wave.
