Sri Lanka’s conflict was no civil or ethnic conflict. The State must address this and make necessary corrections. Sri Lanka’s conflict was terrorist and that is why Sri Lanka’s conflict is termed a Non-International Armed Conflict. The non-state actors were defined as terrorists engaged in acts of terror against the state of Sri Lanka.
