The Afghan government and its international backers killed more civilians in the first three months of 2019 than the Taliban and other insurgent groups, the United Nations has said. It was the first time since the UN began tracking civilian casualties in Afghanistan over a decade ago that pro-government forces have caused a majority of deaths.
