Paul Siefken was the director of children’s programming at PBS in 2012 when the public broadcasting network teamed up with Pittsburgh’s Fred Rogers Co. to launch a new series that became an instant hit: “Daniel Tiger’s Neighborhood.” Not long after the show began airing, Mr. Siefken got a call from Bill Isler, longtime head of the Fred Rogers Co.
