BUDAPEST, Hungary. Hungary plans to build a second fence on its southern border with Serbia in order to stem illegal migration, Prime Minister Viktor Orban said Friday. The fence will be built alongside the existing one and have the capacity to stop hundreds of thousands of migrants, Orban told public radio Kossuth.
