Many cellphones stayed silent when tornado alert came

Ellen Shillabeer bought a new cellphone this spring in part because she wanted to receive alerts in emergencies. But when the tornado blew through town on Sunday, her phone never twitched. “We’ve got enough tornadoes around Ottawa that I wanted it, so I was furious to learn that I hadn’t got any (alert) at all,” she said.
