It was in 2014 when most negotiations took place between Rogers and the town. In the original proposal, Rogers intended to install a 30-metre tall cell tower on 20 Freel Lane, near the Stouffville Creek Retirement Residence and The Earl of Whitchurch. The proposal was controversial, drawing criticism from some residents and local politicians.
